When the original owner dropped his small tower, I wasn't able to place one. Not to say it isn't possible though. Test center would prob be your best bet to try
There's only 9 tiles between the small palm on the west side and the tree on the east side. You need at least 10 to drop a small tower (8x7). I imagine there was a patch that blocked placement over/next to small palms. There's one literally right under the center of that villa.
