It seems like, at least for iron shovels, that charges are only used on every other use. A golem is still dug, but the shovel hasn't lost a charge.
i had a 7 charge iron shovel, pulled 15 golems and 1 lord 1) miss 2) 2x 3) 2x 4) 1x 5) miss 6) 2x 7) 1x 8) 1x 9) 2x 10) miss 11) 1x 12) 2x 13) miss 14) lord
Did that happen just one time? Maybe you were lucky. I haven't used any for a few weeks but usually on a 7 charge shovel I usually get 6-8 golems and a lord.
