Yes and yes. By the end of the UOR period, OSI brought precasting and tank mages back. This server emulates the time right before Age of Shadows where tank mages were playable again.
Yeah you're right. They also required a spellbook to be equipped to cast a spell! Precasting IS a thing here on UOR. It's not totally era-accurate, just sort of losely based on UOR mechanics I guess.
