   Will the Inscription skill give the extra bonuses to Magic Reflect, Protection and Reactive Armor as it did in UO:R?

   Yes, it should already be giving those bonuses. You can reflect 2 ebolts at GM inscribe, and magic armor should absorb 75 points of damage.
