Was a npc offering hair restyles and neon hairs part of the Uor era? The two Uor freeshards I've played both had them, but it may have been something custom.

you could buy neon hair for like 500k from the barber during era iirc. my character on oceania had neon hair despite the fact the server was released in 2000, post CUB
