Happens when a spawn is active for a long period (all active spawns will eventually de-sapwn/de-activate after a long while sitting and not being completed), and someone is working it, but it deactivates (stops spawning) while some candles are on it. Its happened for a while. When the alter is re-activated via valor all the candles will disappear.
